The Juvenile Detention Unit provides developmental and rehabilitative services to juveniles being alleged and/or adjudicated as delinquent and placed under "secure care". The unit provides a conducive shelter and living environment; maintains the juvenile's physical, mental and emotional health; and ensures educational and social service needs are met through rehabilitative services and other programs. The juvenile detention facility operates similar to a minimum adult facility with differences in ages, programs, and terminology.
The primary mission of Kagman Juvenile Detention and Correctional Facility is the holding of minors needing secure custody. Although part of the detention experience is to punish delinquent behavior, the facility will be operated in all respects "as nearly like a home as possible". This phrase expresses the expectation that minors removed from their homes shall be exposed to a way of living, activities and guidance while in the facility that will contribute to their social and personal development. This experience shall enhance their ability to function acceptably in the community and become productive members of society. |
