General Rules on levels & Privilege System I. PURPOSE To establish a positive reward point system that will incline minors detained at the Kagman Juvenile Detention and Correctional Facility toward a continued pattern of improved behavior. To compare the program to a "Token Economy" where points can be used as money to purchase additional privileges. II. POLICY Each resident will have an opportunity to earn 100 points a day. Bonus Points may be awarded for exceptional/outstanding behavior or performance. Each day prior to shift change all day shift staff that supervised minors and teachers will enter the points a minor has earned during the day. When any minor is "graded" significantly below average the staff member or teacher making the assessment shall discuss the issue(s) with the minor. The afternoon/evening Shift Supervisor shall total the points and post them prior to the evening meal. The day's totals will also note each resident's bedtime for that night based on the points earned. On Friday afternoon the same process will take place and in addition the Shift Supervisor shall compute the week's points and assign Levels. Minors earning a higher level shall be accorded those privileges starting that evening. The Shift supervisor shall also assign minors to work assignments based on level and classification for the next week. Afternoon shift child supervision staff members shall likewise enter points earned prior to going off duty. These points will apply to the following day's bedtimes, etc. The graveyard shift shall enter average points for all minors not causing disturbances during the sleeping hours. Staff members actually supervising a minor during any given day shall determine as a group a minor's daily shift points. The exception is those staff members supervising specific activities, such as room inspection. Those staff members shall enter their own points without consulting other staff members. A. The focus of the Point System is to control behavior and develop attitudes that a minor will find useful when released from the facility. B. Critical observations shall be incorporated into any treatment plan for a minor. C. Evaluated behaviors shall be rated for program compliance and included in reports to the court. D. Minors shall EARN points, not lose points. III. PROCEDURE General Privilege and Level System Rules: A. Minors may earn 100 points each day that dictate daily bedtimes (limited by level) B. The rating week shall run from 1600 on Friday through 1559 on the following Friday. C. Minors shall be "promoted" to a higher level on Fridays only. D. Bonus points are available for exceptional behavior and/or performance. E. Minors being reduced in level for discipline shall start at the entry point for the lower level. F. Points "spent" on canteen or other privileges will not be counted in computation of level advancement point totals. Minors may save points for promotion or spend them, but not use the points for both. To advance through the system from D Level to Super a minors will be required to earn an increasing percentage of possible points each week. This will give minors an opportunity to demonstrate an appreciation for the privileges of each level. Receiving major or minor disciplinary reports will delay progression up to the next level. Lying to a staff member about level status will result in automatic demotion in level status. D Level A. All minors will start each period of confinement on D Level. B. Minors will remain on this orientation phase for a minimum of two complete rating weeks: (1) Those booked after 2359 on Friday will remain on D Level until the third Friday following. C. Minors must cooperate in the orientation; assessment and treatment plan development process. D. During the two full rating weeks on D Level minors must earn at least 70% of the possible weekly points for each week and for those days in excess of the two weeks [see B. (1) above]. This is a minimum of 980 points (490 X 2). E. One minor discipline report may be "bought back" for 100 points; (1) Two week point totals must exceed 939 after any "buy back" to meet "D" above F. Minors my have one minor discipline report during the entire rating period and remain eligible for promotion to C Level (plus one "buy back" = two total). G. Minors will lose an entire rating week for any major discipline offense. Minors will enjoy the following privileges on D Level: A. Bedtime or room confinement will be based on daily point total. B. Minors may make one phone call to a parent/guardian every other day if the daily point total is at least 90. C. Minors may have visits from parents/guardians on regular visiting days. E. Minor may stay up until 2030 on non-school nights if weekly point total is at least 490. F. Points in excess of 490 may be used to purchase canteen items. C Level A. Minors may be "promoted" to C Level after completing at least two weeks on D Level, earn a minimum of 980 points (exclusive of any "buy back") and have no major discipline actions. B. Minors will remain on C Level a minimum of three weeks. C. Minors must earn at least 80% of the possible points (560) to remain on C Level. D. Minors earning less than 560 points in any week will return to D Level until the rating week point total is at least 560. The minor may then be promoted to C Level at the entry point. E. One minor discipline report may be "bought back" for 150 points. (1) Point totals for the three-week period must exceed 1679 for promotion to B Level. F. One major discipline report shall result in immediate lose of level. G. Three minor discipline reports without a buy back shall result in immediate lose of level. Minors may enjoy the following privileges on C Level: A. Minors may make one telephone call to parent/guardian when the daily point total is at least 90. (1) Unused telephone calls may not be carried over to the following day. B. Regular visits. C. Bedtime will be based on daily point totals. D. Points in excess of 560 may be used to purchase canteen items. B Level A. Minors may be "promoted" to B Level after completing at least three weeks on C level, earn a minimum of 560 points each week (exclusive of any "buy back") and have no major discipline actions. B. Minors will remain on B Level a minimum of four weeks. C. Minors must earn at least 90% (630) of the possible points each week to remain on B Level. D. Minors earning less than 630 points in any week will return to C Level until the rating week point total is at least 630. The minor may then be promoted to B Level at the entry point. E. One minor discipline report may be "bought back" for 200 points. (1) Point totals for the four-week period must exceed 2519 for promotion to A Level. F. One major discipline report shall result in immediate lose of level. G. Four minor discipline reports without a buy back shall result in immediate lose of level. Minors may enjoy the following privileges on B Level: A. Minors may make one telephone call to a parent/guardian and one telephone call to a friend approved by the Facility Social Worker every day the daily point total is at least 95. B. Regular visits plus one one-hour visit with other approved family members every two weeks. C. Bedtimes will be based on daily point total. D. Points in excess of 630 may be used to purchase canteen items. E. One additional telephone call may be purchased for 100 points. A Level A. A minor may be "promoted" to A Level after completing at least four weeks on B Level, earn a minimum of 630 points each week (exclusive of any "buy back") and have no major discipline actions. B. Minors will remain on A Level a minimum of five weeks. C. Minors must earn at least 95% (665) of the possible points each week to remain on A Level. D. Minors earning less than 665 points in any week will return to B Level until the rating week point total is at least 665. The minor may then be promoted to A Level at the entry point. E. One minor discipline report may be "bought back" for 250 points. (1) Point totals for the five-week period must exceed 3324 for promotion to Super A Level. D. One major discipline report shall result in immediate lose of level. E. Five minor discipline reports without a buy back shall result in immediate lose of level. Minors may enjoy the following privileges on A Level. A. Minors may make any combination of three telephone calls each day point total is at least 95. B. Regular visits plus one one-hour visit with other approved family members each week. C. Minor may stay up until 2400 hours on non-school nights with minimum of 95 daily points. D. Points in excess of 665 may be used to purchase canteen items. E. One additional telephone call may be purchased for 100 points. F. May keep the radio/tape/CD player in their room for private use. (1) Volume may not be audible in the adjacent rooms or hallway. (2) Minor must use earphones. G. May have a roommate given the limits of classification/segregation status. H. If not Level 1 security classification shall have their classification reviewed. Super A Level Minors serving commitments over 100 days may achieve this status. These minors must work their way through all four levels, which will take a minimum of 98 days. Super A Level minors will enjoy "trustee" status. They will have demonstrated the ability and capacity to work independently, follow instructions, to actively participate in all aspects of any programming provide by the facility. They shall also have positive comments from contract treatment providers as to progress in significant behavioral modification. Classification status will be changed to Level 1 unless there is a documented reason(s) for a higher level. A. A minor may be promoted to Super A Level status after completing at least 5 weeks on A Level, have no major discipline actions and earn a minimum of 665 points each rating week and have no discipline actions during the last three weeks of A Level status. B. Super A Level minors must earn at least 95 points each day. C. Super A Level minors are allowed no more than two minor discipline actions in any 21-day period. (1) There will be no "buy backs" on this level. Super A Level minors may enjoy all the privileges of A Level plus the following: A. May stay up until 2300 hours: (1) With Shift Supervisor's permission (2) Teacher(s) report school performance remains satisfactory. B. May make any combination of five telephone calls a day. (1) Unused telephone calls may not be carried over to the following day. C. May have special housing assignment or ask for a particular room. D. Regular visits each day. (1) Safety and security considerations will be the limiting factor. E. May be assigned to "manage" the canteen. F. May be assigned regular job within the facility: (1) Raising/lowering the flags; (2) Maintenance of pantry area; (3) Food service coordinator, under supervision (4) Work details in non-secure areas with intermittent supervision; (5) Pick-up and return of food service carts with facility staff; a. No sight/sound contact with adult prisoners (6) Vocational on-the-job training with selected maintenance staff (trade skills) actually working in/on the facility grounds. This will be in addition to any VocEd education programs. a. Minors will not be used as "labor" only. G. May take field trips with facility staff. H. Etc. Point System PURPOSE The Kagman Juvenile Detention and Correctional Facility uses a positive reward point system derived from a "behavior modification token economy". This system will provide both detainees and facility staff a fairly objective tool to manage and improve behavior. POLICY A. The Point and related Level and Privilege Systems will be the primary control technique used in the facility. B. Minors shall earn points, not lose them and staff shall award points and not take them away. C. Once regular points have been rewarded they may not be taken away for any reason. D. The behaviors monitored by the point system will be considered in any report(s) to the court. PROCUDURE A. The way the Point System works: (1) Each day a minor may earn up to 100 points. (2) The rating week runs from 1600 on Friday through 1559 the following Friday. (3) Points will be recorded and totaled on the Daily Points Sheet. (4) Daily bedtimes will be computed from this daily information. (5) Behaviors will be evaluated on both the day and evening shift. The graveyard shift will evaluate behavior related to quiet, sleeping environment. (6) School teachers/staff shall evaluate school behaviors (not academic/Voc Ed issues) daily and enter earned points prior to leaving each school day. (7) Points shall be earned as follows: a. Graveyard shift 10 points b. Day shift 35 points c. Evening shift 35 points d. School 20 points--school days only e. Weekend participation 20 points B. Points are earned towards promoting to higher privilege levels. Minors who fail to maintain the weekly minimum point totals for any given level will be reduced to the next lower level. Minimums are: (1) D Level 490 = 70% of available points (2) C Level 560 = 80% of available points (3) B Level 630 = 90% of available points (4) A Level 665 = 95% of available points (5) Super A Level 665 after five weeks on A Level C. Bonus Points are awarded for exceptional behavior and/or performance. (1) Bonus points will not be awarded if shift points fall below a minor's level percentage expectancy. For example, there are 35 possible points on the day shift. A minor on B Level must earn at least 31 points during that shift before Bonus points can be awarded (90% of 35 = 31.50). This will dissuade a minor from poor behavior in the belief those "lost" points can be made up somewhere else. (2) Minors may earn up to 15 Bonus Points each day and evening shift. Bonus Points shall not be earned during the graveyard shift unless there is some significant work detail or other "help" provided by a minor with the approval of the Shift Supervisor. (3) Daily Bonus Points will not be used to compute bedtimes. Bonus Points shall be used to purchase items from the canteen, telephone calls or added in to the computations for level advancement. a. Examples of actions that are eligible for Bonus Points are: 1. Active participation in counseling groups and classes offered by the facility and outside agencies. Minors may earn up to 20 points each week upon recommendation of the service provider. 2. Work assignments above and beyond the regular details, as measured by the child supervision staff member monitoring the activity. 3. Special assignments or work on counseling issues as evaluated by the facility Social Worker. 4. Weekly point totals that are 10% above level expectations--awarded on Friday. (4) Minors on Disciplinary Restriction status are not eligible for Bonus Points. D. Minors may fail to earn points in any of the categories listed on the Daily Points Sheet. Points not earned may be from one to the maximum available for each category. E. Daily bedtimes shall be earned based on the following: (1) Minors on D Level shall be in their sleeping rooms by 1930 (2) For minors on other levels: a. 95-100 points 2130 hours b. 85-94 points 2030 hours c. 75-84 points 2000 hours d. 50-74 points 1730 hours e. Fewer than 50 1630 hours F. The Point Scale: (1) 0 = Totally unsatisfactory behavior (2) 1 = Behavior, attitude and effort barely acceptable (3) 2 = Behavior, attitude and effort slightly below acceptable (4) 3 = Behavior, attitude and effort are acceptable--this is the average behavior expected (5) 4 = Behavior, attitude and effort are good--above average (6) 5 = Exceptional-friendly, helpful toward others, kept appointment(s), performed duties well without coaxing, completed extra work as assigned by staff and teachers. G. Point Categories (1) Room Checks--rooms will be checked mid-mourning when minors are at school and any time in the evening when a minor is not occupying his/her room. Minors will not be allowed out of their rooms for breakfast until the room has been cleaned. a. 5 = room and bed in outstanding condition. Nothing out of place, no extra items b. 4 = Neat bed, tight and clean; no trash, possessions stored neatly, floor, window, walls clean c. 3 = acceptable, neat and clean--average room d. 2 = bed is made but needs attention, some cleaning needs to be completed e. 1 = room needs special attention f. 0 = no effort at all. (2) Minors will be required to bring their room up to the "acceptable/average" level prior to being allowed to participate in Unit activities. Minors will not be held out of school for poor room condition. (3) Personal Hygiene--5 points a. Brushes teeth at least twice daily b. Keeps clothing neat, clean, fitting appropriately c. Showers and washes hair daily; cleans up bathroom after use d. Keeps hair and fingernails neat and clean. (4) Participation in Programs--5 points a. Active and positive participation b. No disruptions c. Completes assignments (5) Table Manners--5 points a. Exhibits good manners b. Does not trade food c. Cleans up after self (6) Attitude--5 points a. Treats staff and other minors with respect b. No vulgar language or gestures c. Avoids complaining about little things d. Positive attitude e. Does not ask for special attention (7) Behavior/Conduct--5 points a. Follows staff instructions quickly and without complaining b. Keeps hands to self at all times c. Avoids arguing or fighting at all times d. Avoids any gang activities, gang signs and slogans, gang writing, etc. e. Follows KJD&CF rules f. Is quiet when told to do so; speaks quietly when allowed to talk g. Asks permission to use bathroom, approach staff desk, etc (8) Work/Effort--5 points a. Completes all assignments and work details and does them well. b. Participates in all activities in the recreation yard, etc. (9) After Lights Out--10 points a. Minor is sleeping or not making any noise that can be heard in the hallway or adjacent rooms. (10) School Behavior--20 points a. As evaluated by school staff. b. Acting out behavior requiring child supervision staff intervention shall greatly diminish a minor's ability to earn school points. c. Staff intervention will also limit the ability to earn points in other categories. |
